Madison County files removal petition for treasurer accused of misconduct in office
Madison County officials are taking steps to remove the county treasurer in the midst of accusations of misconduct in office.
Madison County Treasurer Amanda DeVos was arrested in January on charges of fraud, theft and misconduct in office. Investigators say she used her access as county treasurer to falsify documents showing that she paid for a vehicle registration when she did not.
As a result, the Madison County Board of Supervisors approved three motions in February to block DeVos' access to county accounts and to change locks on buildings she could access. Kylee Barber, the deputy treasurer, was appointed to take over DeVos' duties.
Madison County Attorney Stephen J. Swanson filed a petition for removal from office Thursday, according to a news release from the county. A press release cites "likely future criminal charges and failure to uphold her duties as an elected official."
The six-page filing also reveals new details about previous cases and investigations vlog reported, including information alleging DeVos created a false receipt claiming she paid $6,495.00 for her 2023-24 property taxes.
The petition also said DeVos admitted to Madison County Sheriff Jason Barnes that she created a false document stating she paid for a vehicle registration when she did not.
A new allegation against DeVos describes a complaint from an ambulance service that DeVos failed to perform her duties. Swanson said DeVos failed to send the company bank deposit information. Swanson said this failure "indicates she failed the most basic statutory requirement of a county treasurer."
"The actions of Ms. DeVos have eroded public trust in the Madison County Treasurer's office, disrupted county financial operations, and prompted investigations by the State Attorney General and the State Auditor's offices," the release states. "Ms. DeVos' continued tenure risks further harm to Madison County taxpayers, and the reputation of Madison County's employees."
DeVos is also accused of mismanaging more than a quarter of a million dollars by several local municipalities. A non-criminal investigation is being conducted by the state auditor's office to investigate this.
