ESSENTIALLY, THEIR PROPERTY TAXES ARE SUPPOSED TO GO THROUGH THE COUNTY TREASURER, AND THEN THAT’S ALLOCATED TO THE CITY OF PATTERSON SO THEY CAN PAY THE DEVELOPER THAT HELPED BUILD THIS NEIGHBORHOOD. BUT THAT MONEY HAS ACTUALLY BEEN GOING TO THE CITY OF WINTERSET. WINTERSET BY MISTAKE, WHICH MEANS PATTERSON’S HANDS ARE TIED UNTIL THEY CAN FIGURE OUT A SOLUTION. YOU KNOW, THAT JOB SHOULD BE A PERSON THAT’S THERE EVERY DAY. THE CITY OF WINTERSET SENT OUT A PRESS RELEASE CLAIMING THEY NOTICED THE $258,000 IN MISALLOCATED FUNDS BACK IN OCTOBER, NOTIFIED THE COUNTY TREASURER, AMANDA DEVOS, BUT DIDN’T HEAR BACK FOR MONTHS THROUGH EMAILS BETWEEN THE CITY OF WINTERSET, THE COUNTY TREASURER AND COUNTY SUPERVISORS VOTED BY vlog ON MONDAY, DEVOS SOLUTION FINALLY CAME IN LATE JANUARY, SAYING SHE WOULD JUST ALLOCATE LESS MONEY TO WINTERSET IN THE FUTURE AND ALLOCATE MORE TO PATTERSON, WEST DES MOINES AND THE COUNTY TO MAKE UP FOR THE ERROR. BUT THE CITY ADMINISTRATOR FOR WINTERSET, DREW BARTON, HAD TO INFORM HER THAT WOULD BE ILLEGAL. BARTON SAYS HE CUT A CASHIER’S CHECK FOR ALL THE MONEY THEY WERE MISTAKENLY GIVEN, BUT AS OF MONDAY IS UNAWARE IF IT’S BEEN CASHED. ROBBINS SAYS IF IT’S NOT FIXED, THERE’S NO WAY FOR THEM TO PAY THE DEVELOPER. WE HAVEN’T BEEN ABLE TO FULFILL OUR OBLIGATION BECAUSE SHE WOULD NOT REMEDY THAT SITUATION AND GET US OUR MONEY. NOW, I DID SPEAK WITH A COUNTY SUPERVISOR AND THE COUNTY ATTORNEY TODAY HERE IN MADISON COUNTY. THEY TOLD ME THERE WAS A MEETING THIS AFTERNOON WHERE THEY WERE TRYING TO FIGURE OUT EXACTLY WHAT TO DO. I WAS TOLD LATER THAT THEY DID COME UP WITH A SOLUTION. THEY JUST COULDN’T SHARE ANY OF THE DETAILS JUST YET BECAUSE IT HASN’T BEEN APPROVED BY EVERYBODY INVOLVED IN MADISON

In Madison County, Amanda DeVos, who was charged last week with four crimes related to her role as treasurer, misallocated more than a quarter of a million dollars over the last several months, according to the city of Winterset.Winterset reported receiving an excess of $250,000 from the Tax Increment Financing fund, which was intended for the city of Patterson, the city of West Des Moines and Madison County. The misallocation has left Patterson unable to pay a developer responsible for building homes in the area.Rollie Robbins, mayor of Patterson, expressed frustration over the situation, stating, "Basically not doing her job is the way I would put it." Patterson is missing approximately $15,000 from its Tax Increment Fund due to the error. Robbins emphasized the need for improvement in county operations, saying, "Things need to get better across the board in the county. That job should be a person that's there every day."Winterset's city officials noticed the misallocated funds in October and informed DeVos, but they did not receive a response for months. In emails obtained by vlog through an open records request, in late January, DeVos proposed reallocating funds in the future to correct the mistake, but Winterset's city administrator, Drew Barden, pointed out that such an action would be illegal. Barden issued a cashier's check to return the funds, but it remains unclear if it has been cashed.Robbins highlighted the urgency of resolving the issue, stating, "We haven't been able to fulfill our obligation because she would not remedy the situation and give us our money."
