Secretary of State Marco Rubio and National Security Adviser Mike Waltz appeared alongside Ukrainian officials for the talks in an attempt to reset Ukraine's strained ties with Washington.
Ukrainian officials are reportedly proposing a limited ceasefire in the 3-year war, including Ukraine signing an agreement for U.S. access to the country's rare earth minerals. The ceasefire may also cover the Black Sea and long-range missile strikes.
An agreement could lead to future peace talks ending the war, which President Donald Trump has pushed for.
But U.S. military aid and intelligence may be at stake if an agreement isn't reached. Both were paused shortly after the public Oval Office blowup between Trump and Ukrainian President Volodymyr Zelenskyy at the White House a few weeks ago.
The Trump administration has hosted direct talks with Russia, sidelining Ukraine up until Tuesday's meeting.
The talks follow Ukraine's largest-ever drone strike on Russia. The Russian military says it shot down over 300 Ukrainian drones in over 10 different regions overnight Tuesday. The attack killed one person, injured several others, and damaged buildings and cars. Moscow's mayor says some of the drones even targeted Russia's capital and were shot down as they were flying toward it.
Ukraine has not commented on the attack.
