IOWA REPUBLICAN DELIVERED DONALD TRUMP A LANDSLIDE VICTORY. THE FORMER PRESIDENT HAD BEEN LEADING IN THE POLLS THROUGHOUT HIS IOWA CAMPAIGN. THE QUESTION MONDAY NIGHT, THOUGH, CAME DOWN TO WHO WOULD COME IN SECOND AND HOW CLOSE THEY COULD COME TO TRUMP. TRUMP WON 51% OF THE CAUCUS VOTE. HE ALSO WON IN 98 IOWA COUNTIES, ONLY LOSING JOHNSON COUNTY BY ONE VOTE. AND IN A TONE OF UNITY THAT’S RARE FOR THE FORMER PRESIDENT, HE THANKED HIS SUPPORTERS, PRAISED RON DESANTIS AND NIKKI HALEY, AND CALLED FOR THE PARTY TO COME TOGETHER TO BEAT JOE BIDEN IN NOVEMBER. I WANT TO THANK EVERYBODY. THIS HAS BEEN SOME PERIOD OF TIME AND MOST IMPORTANTLY, WE WANT TO THANK THE GREAT PEOPLE OF IOWA. THANK YOU. WE LOVE YOU ALL. WHAT A TURNOUT. WHAT A CROWD. POLLS SHOWED FORMER SOUTH CAROLINA GOVERNOR NIKKI HALEY RUNNING SECOND TO TRUMP. BUT SHE ONLY EARNED 19% OF THE CAUCUS VOTE, PUTTING HER BEHIND DESANTIS IN THIRD. HALEY TOLD SUPPORTERS MONDAY NIGHT YOU HEARD THERE THAT THAT FINISH STILL GIVES HER ENOUGH MOMENTUM TO MOVE ON TO NEW HAMPSHIRE, TELLING THEM SHE BELIEVES SHE’D BE BETTER THAN TRUMP WHEN IT COMES TO BEATING JOE BIDEN. HE SAYS HE’LL STAY IN THE RACE AND HAS NOW MOVED HIS CAMPAIGN TO NEW HAMPSHIRE. HE’S HOLDING SEVERAL EVENTS THERE BEFORE TUESDAY’S VOTE. NOW, WHILE IOWA PLAYS A SIGNIFICANT. ROLE, SENDING THE FIRST SIGNAL ABOUT WHO REPUBLICANS WANT IN THE WHITE HOUSE, LAST WEEK’S CAUCUSES WERE JUST THE FIRST STEP IN A LONG PROCESS OF PICKING THE REPUBLICAN NOMINEE. TEMPERATURES AT NIGHT WERE AROUND NEGATIVE TEN, WITH WIND CHILLS AS LOW AS 40 DEGREES BELOW ZERO. THAT BROKE THE RECORD FOR THE COLDEST IOWA CAUCUS IN RECENT HISTORY. 2004 HELD THE PREVIOUS RECORD. IT WAS TWO DEGREES ON CAUCUS NIGHT THAT YEAR. NEGATIVE TEN. BLOWS THAT OUT OF THE WATER. THAT DANGEROUSLY COLD WEATHER LIKELY KEPT PEOPLE HOME. MONDAY NIGHT, LEADING TO LOW TURNOUT AROUND. 110,000 IOWA REPUBLICANS CAUCUS THIS YEAR. YOU CAN NOTICE THAT IS FAR LOWER THAN THE RECORD NUMBER OF REPUBLICANS WHO TURNED OUT IN THE LAST CONTESTED PRIMARY IN 2016. THAT YEAR, 187,000 IOWANS CAST THEIR BALLOTS MONDAY NIGHT. RIGHT NOW, SCHOOL DISTRICTS ARE REQUIRED TO SEND ALL OF THEIR SPECIAL EDUCATION FUNDING TO ONE OF NINE AREA EDUCATION AGENCIES, OR AAS, UNDER REYNOLDS NEW PLAN, SCHOOL DISTRICTS WOULD CHOOSE HOW TO USE THAT FUNDING. THEY COULD CONTINUE TO USE THEIR LOCAL AEA OR THEY COULD SEND THAT MONEY TO PRIVATE COMPANIES. HUNDREDS OF PARENTS, TEACHERS AND STUDENTS VOICED CONCERNS THAT THE CHANGES MAY LIMIT A RESOURCE AND REDUCE THEIR ABILITY TO HELP STUDENTS AND FAMILIES, STATE HOUSE DEMOCRATS SAY THEY’RE ALSO WORRIED NOT GETTING EMAILS ABOUT THE GOVERNOR’S PROPOSAL TO CHANGE AND GUT THE AAS. WE ARE GETTING NO EMAILS IN SUPPORT OF THAT. THERE ARE NO PUBLIC COMMENTS THAT ARE IN SUPPORT OF THIS ON THE BILL. THIS IS NOT SOMETHING THAT ANYONE HAS ASKED FOR. THIS IS SOMETHING THAT IOWANS ARE ASKING THE GOVERNOR TO STOP. UM, AND I SEE TODAY THAT THE GOVERNOR HAS GOTTEN CAUGHT OUT A LITTLE OVER HER SKIS AND HAS PERHAPS, UH, SEEN WHAT HAPPENS WHEN YOU DON’T INVOLVE ANYONE IN THE CONVERSATION BEFORE YOU DRAFT A MAJOR PIECE OF LEGISLATION. SHE ANNOUNCED THE LEGISLATION ON ON TUESDAY NIGHT. WE ALL SAW IT FOR THE FIRST TIME ON WEDNESDAY. THAT’S NOT HOW YOU GOVERN. YOU WORK WITH PARTNERS INVOLVED. YOU LISTEN TO STAKEHOLDERS AND YOU CONTINUE THE PROCESS. I WILL TELL YOU THAT THE GOVERNOR IS TODAY TOUTING HER COLLABORATION WITH THE HOUSE AND THE SENATE ON THE BILL. WE SHOULD MAKE CLEAR SHE HAS COLLABORATED WITH THE HOUSE REPUBLIC AND THE SENATE REPUBLICANS. SHE IS NOT ENGAGED WITH US AT ALL. SO IF THIS IS GOING TO BE THE KIND OF BIPARTISAN SPIRIT IN LOOKING AT PUBLIC EDUCATION IN THE STATE, THE WAY THE GOVERNOR SAYS THAT SHE WANTS, THIS IS NOT THE WAY TO DO IT. GOVERNOR. REYNOLDS HAS CLEARLY PLAYED POLITICS HERE. SHE HAD AN OUT OF STATE COMPANY WHO WROTE THIS FOR HER. AND, UH, AND SHE DEPOSITED IT ON OUR DESKS AND ASSUMED THAT WE WOULD ALL JUST GO ALONG. I’VE BEEN HERE A WHILE, AND I KNOW WHEN WE TRIED TO REDESIGN SYSTEMS, WE DID INTERIM STUDY COMMITTEES AND WE BROUGHT ALL THE STAKEHOLDERS TOGETHER TO REALLY DO DEEP DIVES SO THAT WE WOULD HAVE A BETTER UNDERSTANDING OF WHAT WAS WORKING, WHAT WASN’T, WHAT WE NEEDED TO DO DIFFERENTLY, HOW WE NEED TO SHIFT FUNDING. BUT WE DIDN’T. THAT’S NOT WHAT THIS GOVERNOR DID. AND AND NOW WE ARE WHERE WE ARE. AND I PRAY THAT WE ARE GOING TO DO OUR VERY BEST TO PROTECT CHILDREN BECAUSE THEY NEED IT. THIS HAS BEEN A VERY CRUEL YEAR FOR TOWARD CHILDREN, CONSIDERING WHAT WAS DONE IN THE LAST LEGISLATIVE SESSION TOWARD CHILDREN WHO ARE GAY, TRANSGENDER, BAUER AND NOW NOW IT’S CHILDREN WITH SPECIAL NEEDS. ENOUGH, ENOUGH. I WOULD ADD THAT THE GOVERNOR CAN NORMALLY STAND FIRM WHEN SHE HAS A SPECIAL INTEREST BEHIND HER. IN THE PAST, WHEN SHE’S HAD HER SPECIAL INTERESTS, UH, AND HER, YOU KNOW, LOBBYISTS AND THE FOLKS WHO WERE SUPPORTING HER BEHIND THE SCENES. SHE’S DONE WELL. THERE IS NO ONE ASKING FOR THIS BILL THIS YEAR. SO THERE IS NO CONSTITUENCY WHO IS PUSHING HER OR NO SPECIAL INTEREST GROUP THAT’S PRESSURING HER. SO WHEN THAT HAPPENS, ALL SHE HAS IS THE ARE THE VOTERS TO LISTEN TO. AND SO I THINK IN THIS INSTANCE, YEAH, IT THE VOTERS ARE MAKING CLEAR THE IOWANS ARE MAKING CLEAR THAT THE GOVERNOR GOT OUT TOO FAR ON THIS, AND THEY WANT TO SEE IT SLOW DOWN. AND A LOT OF THEM WANT TO SEE IT STOP. NOW, AFTER THE FLOOD OF PUBLIC COMMENTS, REYNOLDS AND REPUBLICAN STATE LAWMAKERS SAY THEY’RE WORKING TO CHANGE THE PLAN BASED ON THE FEEDBACK THEY’RE GETTING. OBVIOUSLY, AS ONE OF THE DRIVING THINGS THAT’S GOING ON WITHIN THE LEGISLATURE RIGHT NOW, AS YOU SAW IN A RELEASE WITH THE SENATE AND MYSELF AND THE GOVERNOR, WE’VE BEEN WORKING TOGETHER TO TRY TO, UM, ADDRESS THE CONCERNS THAT WE’RE HEARING FROM IOWANS. AND I THINK THE PLAN THAT WE’RE WORKING THROUGH RIGHT NOW, AND NOT JUST AS THE LEADERSHIP LEVEL, IT’S WITH MEMBERS OF THE CAUCUS, THE EDUCATION COMMITTEE MEMBERS AS WELL. WE’RE TRYING TO FIND A A SOLUTION IN WHICH WE CAN STILL ACHIEVE BETTER RESULTS FOR OUR SPECIAL ED STUDENTS AND GIVE MORE ACCOUNTABILITY FOR OUR SCHOOL DISTRICTS WHEN IT COMES TO THAT MONEY. BUT AGAIN, MAYBE DOING A LITTLE DIFFERENT WAY THAN THE ORIGINAL BILL HAD INTENDED. SO HOPEFULLY IOWANS HEAR THAT THE PROCESS IS WORKING THE WAY IT’S SUPPOSED TO BE. WE’RE ALL SITTING DOWN AND TAKING THAT INPUT THAT WE’RE HEARING AND TRYING TO CRAFT A BILL FOR THAT. WE HAVE BILLS ALL THE TIME THAT ARE FILED IN THIS BODY THAT WE KNOW ARE GOING TO, THAT MAY NEED MORE WORK THAT COME OUT, AND MAYBE YOU SEE SOME THINGS THAT YOU WISH YOU COULD HAVE DONE BETTER. THE ONE THING THAT I JUST WANT TO GIVE ASSURANCES TO IOWANS IS OBVIOUSLY, THIS IS THE WAY THE PROCESS IS SUPPOSED TO WORK. WE HEARD FROM THEM, ESPECIALLY OVER THE WEEKEND, AND A LOT OF OUR MEMBERS OF OUR CAUCUS BEING BACK AT THEIR CAUCUSES AND OTHER THINGS HAD A LOT OF FEEDBACK. AND SO WE CAME BACK AND ENGAGED IN CONVERSATION WITH THE GOVERNOR AND THE GOVERNOR, FULLY ENGAGED WITH NOT ONLY AT THE LEADERSHIP LEVEL, BUT MEMBERS OF THE COMMITTEES AND THE COMMITTEE CHAIRS TO MAKE SURE THAT WE CAN TRY TO CRAFT A POLICY THAT WORKS BEST TO HAVE ACCOUNTABLE. I-80 FOR OUR LOCAL SCHOOL DISTRICTS AND HAVE BETTER RESULTS. AND I THINK THAT’S THE PATH THAT WE’RE ON. SO WE’VE BEEN TALKING ABOUT THE MONEY THAT CURRENTLY FLOWS THROUGH WITHOUT ACCOUNTABILITY FOR OUR SCHOOL DISTRICTS. THAT GOES TO THE AA. THIS BILL WILL STILL HAVE THE COMPONENT IN WHICH THE MONEY STOPS AT THE SCHOOL DISTRICTS TO PROVIDE THE SPECIAL ED SERVICES, AS WELL AS WELL AS THE EDUCATIONAL SERVICES. THE THE AAS WILL STILL HAVE TO PROVIDE THOSE SERVICES IF THE SCHOOL DISTRICTS CHOOSE TO DO SO. IF YOU LOOK AT, UH, YOU KNOW, A TWO WAY SIZED SCHOOL DISTRICT IN SOME CASES THAT ARE IN MY DISTRICT, YOU’RE LOOKING AT, UM, 450 TO $500,000 THAT THEY WOULD BE ABLE TO KEEP AND STILL PROVIDE THOSE SAME SERVICES. THEY WOULD JUST HAVE INPUT ON WHAT THOSE WOULD LOOK LIKE. SO WHERE WE’RE TRYING TO GET TO IS STILL GOING TO BE ACCOUNTABILITY, AND IT’S STILL GOING TO CONTINUE TO BE, UM, A HIGHER LEVEL OF SERVICE. BUT WE REALLY THINK PUTTING THE SCHOOL DISTRICTS IN THE DRIVER’S SEAT TO SEE HOW THEY’RE DELIVERED UNDER THE CURRENT AA SYSTEM, WE HAVE TO BE MINDFUL THAT IT’S MORE OF A COOKIE CUTTER APPROACH. YOU HAVE 50 SCHOOL DISTRICTS, FOR EXAMPLE, WITHIN A REGION, AND EVERY SCHOOL IS GOING TO BE DIFFERENT IN THEIR NEEDS. SO THIS GIVES THE SCHOOLS TO BE ABLE TO TAKE THAT SAME LEVEL OF MONEY THAT EXISTED, THE STATE AND FEDERAL MONEY AND DECIDE WHAT IS THE BEST WAY FOR US TO DELIVER THOSE SERVICES FOR WHATEVER SCHOOL DISTRICT THEY ARE. AND STATE HOUSE REPUBLICANS SAY THE NEW BILL IS NOT SET IN STONE. THEY ARE CONTINUING TO WORK ON IT. FRIDAY, GOVERNOR REYNOLDS RELEASED AN OPEN LETTER EXPLAINING WHAT SHE HOPES TO ACCOMPLISH. IN THAT LETTER, SHE SAYS SINCE THE TIME AEAS WERE CREATED 50 YEARS AGO, THEY’VE EXPANDED THEIR JOBS WELL BEYOND SPECIAL EDUCATION AND THAT SCHOOL DISTRICTS ARE FORCED TO FUND THEM DESPITE POOR ACADEMIC OUTCOMES FOR SPECIAL EDUCATION STUDENTS IN IOWA, REYNOLDS SAYS AEAS WILL CONTINUE PROVIDING SPECIAL EDUCATION SERVICES, BUT THAT HER GOAL IS TO GIVE MORE CONTROL TO IOWA PUBLIC SCHOOLS.
